Why does the government fund private schools while public schools fall short?

$20.6 billion in federal funding goes to independent and Catholic schools, on top of the fees parents already pay.

The private school funding formula assumes wealthy parents will contribute, so hitting the target means getting government money on top of fees, not instead.
